Control Program
Construction activities often alter existing drainage patterns and can potentially impact water quality off-site through exposed soils, construction equipment, and stored materials. The federal Clean Water Act (CWA) regulates activities that have the potential to adversely affect water quality. The U.S. Environmental Protection Agency (EPA) implements the National Pollutant Discharge Elimination System (NPDES) Storm Water Program, under the CWA, which regulates the discharge of pollutants, carried via storm water runoff from non-agricultural sources. Construction projects that involve one or more acres of soil disturbance are required to follow the terms and conditions of the NPDES Construction General Permit or the equivalent program in delegated states.

NHSC prepares site-specific Stormwater Pollution Prevention Plans (SWPPP), or a delegated state’s equivalent, as required for these construction projects. A SWPPP incorporates site information, erosion and sediment control measures, other pollutant control measures, storm water management, certifications, recordkeeping and monitoring requirements. The construction phase must proceed in accordance with the protocols and specifications detailed in the SWPPP.
NHSC oversees SWPPP implementation to maintain project compliance. We assist with liability management and with the selection of control measures appropriate for site conditions. NHSC performs and documents the necessary construction inspections. Through the use of specialized forms we streamline the process and improve implementation efficiency. We also provide SWPPP training and maintain the SWPPP documentation, including notification filings.

The NHSC Erosion & Sediment Control Program is run by nationally certified CPESC professionals (Certified Professionals in Erosion and Sediment Control). Our personnel routinely perform construction monitoring and are trained inspectors, having previous experience dealing with site contractors and construction activities. Our inspectors provide the Site Supervisor with maintenance requirements after each inspection in order to ensure continued compliance with federal, state and local regulations.
