Mr. Shepard is an on-site waste disposal consultant since 1986. From 1970 to 1985 he worked for the New Hampshire Water Supply and Pollution Control Commission, Subsurface Division (now New Hampshire Department of Environmental Services). At NHWSPCC, Mr. Shepard was in the subsurface sewage disposal section. His duties at NHWSPCC included the inspection of hundreds of system installations, plan review, subdivision review, test pit inspections, consulting with engineers, designers, installers and town officials and the general development of the state’s on-site disposal program.
In 1974 he edited and was the chief author of the Commission’s first definitive and complete septic system design manual, Guide for the Successful Design, Operation and Maintenance of Small Sewage Disposal Systems. This manual later served as the basis for the state’s first set of formal codified administrative septic system rules, series EnvWs 1000.
Mr. Shepard was actively involved in the development and administration of the testing process to license all new septic system installers and designers. He also served on the Permit Review Committee, which was responsible for reviewing complaints against designers and installers and recommending disciplinary action. He continues to be actively involved in the septic system rule making process in New Hampshire. Mr. Shepard is a past Chairman of the Granite State Designers and Installers Association.
In 1986 Mr. Shepard, in conjunction with Lawrence E. Morse, founded NHSC, Inc. (NHSC). As Vice President, he has headed the septic system division, which specializes in both commercial and residential designs on difficult sites. He is also a specialist in failed system investigation and evaluation. He, along with his team of licensed designers and the company’s other professional staff, has developed an excellent reputation within Southern NH and at the state level for expertise in septic system function, septic system design and the permitting process.
